Produk-produkusaha kecil dan menengah diyakini mampu bertahan dalam persaingan pasar melawanbarang asal China setelah berlakunya Perjanjian Perdagangan Bebas (FTA) ASEAN-China. Kendati produk Chinadipastikan kian membanjiri pasar lokal dengan harga yang lebih murah, produkusaha kecil dan menengah memiliki keunggulan dalam hal kualitas.

MenteriNegara Urusan Koperasi dan Usaha Kecil Menengah (UKM) Syarifuddin Hasan, Sabtu(9/1), mengatakan hal itu seusai meninjau kondisi perajin dan pedagang sepatudi sentra industri sepatu Cibaduyut, Bandung,Jawa Barat.

”Produkperajin lokal punya kualitas dan penyelesaian desain yang lebih bagus.Tongkrongannya juga jauh lebih mantap meski sedikit lebih mahal. Namun, kenyataannya,meski barang China lebih murah, pembeli tetap lebih menyukai produk lokal yangmemang berkualitas,” katanya.

Berdasarkanpengamatannya, Syarifuddin menilai, para perajin sepatu Cibaduyut menunjukkankualitas dan kemampuan bersaing. Namun, persoalannya produktivitas rendahsehingga secara bertahap ketika produksi tinggi, harga bisa ditekan.

KepalaToko Grutty, salah satu gerai sepatu di Cibaduyut, Wasjud, mengungkapkan, saatpertama kali produk China masuk Indonesia tahun 2000-2003, produk lokal langsungtersisih.

Saat ini,dari seluruh penjualan sepatu di tokonya, Wasjud mengaku, produk lokal masihmendominasi sekitar 60 persen di antaranya, sisanya adalah produk China. Karenakualitas bahan bakunya yang menggunakan kulit asli, daya tahan produk lokallebih lama, yaitu hingga 2-3 tahun. Adapun sepatu China yang bahan bakunyamemakai kulit sintetik hanya awet sekitar dua bulan.

Kendatimemiliki keunggulan ketimbang produk China, Syarifuddin menilai, persoalan yangmasih dihadapi perajin adalah di bidang akses permodalan dan belum adanyastandardisasi produk. Kementerian Negara Koperasi dan UKM akan mempermudahakses perajin memperoleh kredit usaha rakyat (KUR). ”Rasio bunga KUR telahditurunkan 2 persen jadi 14 persen. Persyaratan juga diperlunak,” ujarnya.

Menjawabkeluhan pelaku UKM soal rumitnya pengurusan sertifikasi sistem manajemen mutu,Menteri mengatakan, pihaknya berupaya berkoordinasi dengan MenteriPerindustrian agar kepengurusan Standar Nasional Indonesia (SNI) bagi pelakuUKM dipermudah dan tarifnya dipermurah.

”Jikamungkin, SNI bisa diurus satu hari dan gratis. Sertifikasi penting didapatkanbagi UKM agar konsumen percaya dengan kualitas produk,” katanya.

Kepala Dinas KoperasiUsaha Mikro Kecil dan Menengah (UMKM) Jabar Wawan Hernawan dalam kesempatanyang sama mengatakan, pihaknya akan memfasilitasi agar pelaku koperasi UMKMbisa mendapatkan sertifikasi SNI, hak atas kekayaan intelektual, merek, halal,dan lainnya untuk membantu daya saing pada perdagangan bebas.
